4 years ago I am having the same problem, cant seem to download any of the binaries. Guess I'll have to compile the code myself.
Ah as another user posted in a different issue, wayback machine can be used to access the files

4 years ago Download failed, timeout
It seems that the download server of Opencollada is down, and the last update of the files was a year ago. Can we assume that Opencollada is now dead? The "release files" contain empty XML file only. My problem is, and many people with me, I am sure of, is that we are hopeless stuck without an option to export from Maya or 3DSmax to secondlife anymore, or any other DAE dependent software. Now, what is next? I keep looking inhere, but unfortunately I am stuck, my backup harddrive crashed, my PC gave up, with dead drive, and I had Maya 2018 working. Now I am stuck, Maybe someone can drop me a link with opencollada for Maya 2018 (seems also to work with 2019. It would be a great help.
