extensions: Add GL_MESA_sampler_objects #591

Trivial backport of the sampler object API from ES3 to ES2.

This is available in upstream Mesa and will be included in Mesa 23.3.

This appears to have caused some downstream issues, see the linked GLEW issues https://github.com/nigels-com/glew/issues/399 and https://github.com/nigels-com/glew/pull/400

Perhaps they will comment as to what the issue is, but there's nothing apparently in error in the new XML.
