In https://github.com/KhronosGroup/VK-GL-CTS/blob/main/external/openglcts/README.md#waivers we see:

The procedure for requesting a waiver is to report the issue by filing a bug report in the Gitlab VK GL CTS project (https://gitlab.khronos.org/Tracker/vk-gl-cts).

but the link (https://gitlab.khronos.org/Tracker/vk-gl-cts) gives a 404. Moreover, there doesn't even appear to be a vk-gl-cts project on gitlab.khronos.org.

You might not have access to this project. Ask @lordalcol or @outofcontrol to add you.

GitLab doesn't appear to be adding users to the Tracker group anymore. We will look into this. Also, we can no longer add users directly to groups in GitLab, we can only invite users to join. An invite has been created and sent out.
