Add CI check for duplicated words #2338

As #2333 demonstrates, it is all too common to duplicate words, not just 'is is' or 'and and' but even 'Buffer Buffer'. This is simple to check for in CI along with other markup tests.

Fixed in the 1.3.282 spec update.
