ARG Github actions CI is dying on windows clang-cl

The code check will fail, but I'll merge as long as no other CI jobs fail (headers updates are rarely the source of regressions in this repo).

Is that a known issue? Should we disable windows_clang until it is fixed?

Well it looks like an upstream issue with the runner to me.

We probably should disable it, but the Visual Studio build is failing with tests crashing, but only the allocation ones. That is odd, and worth investigating. But might be the same upstream issue. VVL is seeing similar crashes.

I see two GHA issues that look to be affecting us:

• https://github.com/actions/runner-images/issues/10004 for SEH exception with code 0xc0000005 thrown in the test body.
• https://github.com/actions/runner-images/issues/10001 for Unexpected compiler version, expected Clang 17.0.0 or newer.

VVL has seen the first one and is just skipping the windows tests until it is resolved
