Add missing feature request.

Description

The sample extended_dynamic_state2 missed to

• enable the VK_EXT_PRIMITIVE_TOPOLOGY_LIST_RESTART_EXTENSION_NAME extension and
• request support of the primitiveTopologyListRestart feature.

This is resolved with this PR.

Build tested on Win10 with VS2022. Run tested on Win10 with NVidia GPU.
