VUID-vkSetEvent-event-09543 should be triggered for the test removed in https://github.com/KhronosGroup/Vulkan-ValidationLayers/pull/8747

Added negative test (disabled until fix): NegativeSyncObject.DISABLED_WaitEventThenSet
