if you have in head struts2jquery plugin only before bootstrap plugin this 
JavaScript error don`t appear.
<sj:head />  - on first place
<sb:head />  - second place

If the bootstrap plugin have dependency struts2jquery ?

No it has no dependencies to the Struts2 jQuery Plugin. But when using the 
bootstrap scripts it is necessary to have jquery.

In next Version I will provide an head tag attribute to control the load of the 
bootstrap.js script.
