Create Diodes_PSOP-8 and TI_SO_PowerPAD-8 #34

The Diodes Inc footprint was mentioned as missing in https://github.com/KiCad/kicad-library/pull/1327, so I searched online and didn't find this to be a standard package. I did find a similar TI package, though, so I created each of them as manufacturer-specific footprints.

TI_SO_PowerPAD-8: image

I know the fab layer ref text just touches the fab rectangle with 1mm text size, but I think that's OK.

Oops! Wrong lib! Should be SOIC library.
