Create QSOP-20_3.9x8.7mm_Pitch0.635mm #36

This is essentially a fix of https://github.com/KiCad/Housings_SSOP.pretty/pull/28, but I started with the QSOP-24 part from the existing library so many of the issues were inherently resolved. Also note the research I did on this footprint in that PR and the oddities therein. This footprint, notwithstanding what ADI says, appears to adhere nicely to the JEDEC spec.
