Add 5x5mm VQFN-32 with a nominal 3.15x3.15mm EP #2508

Adds part VQFN-32-1EP_5x5mm_P0.5mm_EP3.15x3.15mm

This is used by the TI TLC5941, datasheet here: https://www.ti.com/lit/ds/slvs589d/slvs589d.pdf#page=33

This has been added to kicad-footprint-generator here.

Travis only fails on F6.3 "missing paste layer" for exposed pad.

@myfreescalewebpage not currently, due to the lockdown. I can add a symbol once PRs are allowed again?
