Add TI OPA1622 operational amplifier #1792

Hi @aurel32 ! Thanks for the contribution. There are two things to do before merging:

  1. Add VSON-10 to the end of the description.
  2. Set the default footprint. to Housings_SON:Texas_S-PVSON-N10.
