Added better descriptions for symbol libraries #1822

This PR improves the library description table for symbols (sym-lib-table).

This table is now used to extract library descriptions for https://kicad.github.io

It also provides better information for users than "Legacy xxxxx library"

@SchrodingersGat I'll merge, but any ideas why this shows as Travis still in progress? When I open the details I see that all is well but but PR page doesn't show the checks have been completed.
