Added in additional language selections for help file of installer #22

Tested with just allowing English and as expected all others were left out of the install. Makes the installation time a bit faster also as a nice side effect (since all those tiny files take ages).

Hi Nick, Is there any reason this couldn't be merged?

It can help people to decrease the disk space used by KiCad. If they only need one language (say English) then they can save over 200MB by not installing the other help files.
