Add option to keep or delete previous version "Settings" #61

  1. On uninstall, user should/could be asked if they want to delete their %APPDATA%/KiCad folder (Settings).

  2. On install of newer version, it could/should ask if the user wants to delete/backup their %APPDATA%/Kicad folder and use newer settings.

This will fix fp-lib-table defaults for the average user.
