Implementation of "lypso-framework" based on https://github.com/qbcore-framework/qb-core. It should provide all the basic functions that the server needs.

Such as but not limited to:

[x] Player Handling
[x] Player Events
[ ] Player AutoSave
[x] Player Permission Management
[x] Player Routing Bucket Management
[x] Player Base Functions (GetPlayer, GetPlayerLicence)
[x] Player Account Status
[ ] Functions to extend the Player
[x] Debug Helper
