We should have a pipeline/action that runs on PR creation and merge.

This pipeline will provide confidence in the PR and the merged code so that we can create a new build that is reliable and trustworthy when ready.

Requirements:

Unit tests are run, and all pass.
Linting is run where applicable.
Code coverage is generated (does not need to be consumed).
3-musketeers pattern is used.
