Push binaries to JCenter #1

Push the binaries hosted at bintray to JCenter to allow the jars being added via pom. https://bintray.com/kilianb/maven/pcg-java#

Currently the inclusion request gets denied due to a misinformed pom even though building works without any errors and everything works with local repositories.
