Overhauls the action conditions with a playerNamespace which holds the data needed at serveral places. Currently just the complete action_manager.sqf is replaced with this method. Further adjustments could be made to recycle_manager.sqf and ammobox_action_manager.sqf at least.
Furthermore the issue with wrong blacklisted weapons should be fixed now. Needs some in deep testing, but first test worked fine.
