Description:

Small tweaks after some dedicated server test runs.

Content:

[x] Fixed issues with script spawned High Command modules in dedicated environment
[x] Added a delay for the "active sectors" logging, so it doesn't appear every 5-10 seconds

Successfully tested on:

[x] Dedicated MP
