Once merged this PR will update the CUP presets to be up to date with the September 14th, 2020 CUPdate.

Content:

[ ] Updated all CUP player presets
[ ] Updated all CUP enemy presets
[ ] Updated all CUP resistance presets
[ ] Updated all CUP civilian presets
[ ] Added CUP Horizon Islands Legion player preset
[ ] Added CUP Horizon Islands Legion enemy preset
[ ] Added CUP Armed Forces of the Russian Federation player presets

Successfully tested on:
