This would be awesome and I had the same idea thinking about how IDAP is barely used. Humanitarian aid missions could vary from clearing minefields to flying trauma helicopters or distributing supplies by land vehicles.
This is definitely something needed, in my opinion. At a certain point it's a bit too easy to get in the gutter with civs and stay there. Lots of ways to go down, not many to go up. Though I suppose it's a valid penalty for shelling civ centers :P Still, it'd be nice to have a way to make up for the AI being silly and guerillas being a bit suicidal.

Addition of a new Secondary Objective that involves delivering and or distributing humanitarian aid in order to raise civilian reputation.
Is your feature request related to a problem? Please describe:
On open servers, especially late-game when heavy weapons are more common, civilian reputation is very easy to lose, even when being careful. Any and all detonations that destroy civilian structures, whether they were avoidable or even the fault of BLUFOR, cause reputation loss. Civilians themselves are also not very good at self preservation, and often run haphazardly around combat encounters and get themselves killed.
Describe the solution you'd like:
A Secondary Objective mission, perhaps costing some supply, that creates a mission in a BLUFOR-controlled civilian population center, where you must deliver and distribute humanitarian aid supplies, resulting in a civilian reputation bonus. This will help combat the above issue, which is understandably hard to avoid from a scripting standpoint.
