Short Issue Description

After logging into the local server, I want to use ZEUS, but Zeus has only official add-ons and RHS, he does not see other additions

The Zeus on this mission is created in SQF. By default it loads only addons used in the mission. I have a workaround on my server that if you login with admin, under any role EXCEPT Commander, then you get the full unrestricted Zeus: https://github.com/uniflare/KP-Liberation/commit/b1c570be16d39b81e65623ef96ff5376b8abe699
