When no data is returned for a chart, add a blurb somewhere on the page (next to the filter?) that says that the current metric is not compatible with the selected filter.
Bonus points for hiding the rest of the page (in this case, the travel time index and change from prior period box + travel time index chart). If it seems tough, skip it for now.
