Watchdog Legend - Top Align #250

If the legend is a static image, we can take it and move it off the chart.

On the Watchdog page, there's a legend that appears. Use the Force Off alert from 10/1 - 10/8 as an example. When the chart is very large, the legend center-aligns and appears off the screen. We'd like that chart to always be visible (either top align, display separate from the chart, add a paginator, etc).
