Review Get-RelativityInstance for possible refactoring. And place back into module.

It was moved out of module during framework redesign, so now its time to QA its compatibility.

Very little was changed. Isolated this function and its dependencies to subfolders "RelInstance". modified paths as needed. reintegrated back into the PSRelativityConfig Module
