Create config folder / files #17

Context

As mentioned in #12, I would like to create a main config file and other sub-config files that make it easier to change fundamental properties

Thoughts / Challenges

Already mentioned in comment, will edit if I think of more

I think I'm done with functionality, but there is still plenty to do in terms of reformatting & coming up with random numbers to make this seem right. Also there is a decent amount of overlap with that project and #23 so I'll probably mark this as done
