Description

What does the change add or fix?

Steps to Care bug fix for Benevolence Request action. Internal server error due to Benevolence type not being set in v13+.

New Settings:

Benevolence Type, The Benevolence type used when creating benevolence requests from Steps to Care 'Actions'

Release Notes

What does the change add or fix in a succinct statement that will be read by clients?

Fixed an issue when using the "Add Benevolence Request" action the Care Need dashboard.
