[Web App]: Set up MQTT control with locally hosted EMQX #115

Using Docker-compose we'll create an optional for OSSM user's to locally host EMQX and to connect directly to their EMQX server for MQTT control of their OSSM.

This will allow users to receive all the benefits of MQTT control without working about registering their device with a third party.
