Make bootstrap script work on windows too. #39

Update bootstrap_bin.py to do what's necessary on windows. We should probably make a general purpose utility to help out with install with configuration destination, add PATH checking to the destination folder, and do some other nice things for end-users that may not be familiar with all the things.

Added support in 7cb08e0, but testing is needed.

Testing done. Fixed in release 0.7.0
