upload speed

i have very speedly internet connection.
but my youtube upload limit doesnt exceed 200 kb. 
is it a problem? or must i install some packages?
i use ubuntu.

What is the upstream rate of your connection (usually it is only a small 
fraction of the downstream). In my server I get 2.5Mb:
