Chromecast network traffic spikes roughly every minute when idle #116

What steps will reproduce the problem?
1. Unknown, however prior to this appearing netflix had been casted to it
2. The chromecast was limited to a maximum download speed of 500kbps at the 
wireless router
3. disabling usage reporting had no effect

What is the expected output? What do you see instead?
little to no network use is expected, but the chromecast is having traffic 
spikes roughly every minute while idle

What version of the product are you using? On what operating system?
Chromecast: build 14975
changing the device connected to Chromecast seems to have no effect (prior to 
appearing was a nexus 5 running stock, after a galaxy tab 3 7.0 on stock)

Please provide any additional information below.

My Chromecast has been doing something similar, downloading roughly 10 MB every 
hour when not used, 24 hours a day every day. When doing so, it's connecting to 
74.125.237.x. Occurs on the latest build 15250 as well as prior builds at least 
back to Jan 5 when I first used my Chromecast. Resumes after restarting the 
Chromecast.

Unintended usage of 7 GB per month is obviously an important issue to those of 
us with bandwidth caps.

It appears that the pictures that it displays for its backgrounds are the issue:

From looking at the HDMI-CEC specification the chromecast should be able to 
automatically detect whether it is in use or not and disable the background 
updates when it is no longer in use.  Of course this is may not work for 
everyone because of the non-mandatory nature of HDMI-CEC, so an option should 
be provided to disable the background updates after a certain inactivity 
timeout occurs.

If build 15250 is the latest build (as of Feb 4) corresponding to the SDK 
release, then this issue has not been fixed and should not be marked as 
obsolete.

This is NOT fixed.
Build 16041 still has this bug.
