Chrome process priority low when tab casting #94

What steps will reproduce the problem?
1. Stream a video on Chrome and cast to TV

What is the expected output? What do you see instead?
Smooth video. Choppy output experienced instead.

What version of the product are you using? On what operating system?
Chromecast. Chrome (multiple versions. issue has persisted since chromecast was 
released) on Windows. Windows 8

Please provide any additional information below.
When using the Google Cast extension to cast a streaming flash video from 
Chrome to my TV, sometimes Chrome lowers the priorities for the processes 
controlling the Shockwave Flash plugin, Google Cast extension, and the tab that 
the video is playing in. When the priorities for these processes are lowered, I 
experience choppy playback on my Chromecast. I would then open Sysinternals 
Process Explorer and set the priorities for all three processes to "High: 13". 
Minutes later, playback becomes choppy again, and when I audit the process 
priorities, they are again lowered to "Background: 4", "Below Normal: 6", or 
"Normal: 8". Is there any way to whitelist these three processes from Chrome's 
dynamic priority management?

I still have this issue while playing music or video in a tab in chrome.
If I focus another tab or another application, after a few seconds the sound is 
choppy.
If I focus again the tab playing music it's smooth.
