IsoDate.stringToDate error with milliseconds and no 'Z' #102

What steps will reproduce the problem?

1.Call  IsoDate.stringToDate("2012-01-17T19:30:26.003", IsoDate.DATE_TIME) - or 
any date/time string that includes milliseconds but is not terminated with time 
zone designators. IsoDate.DATE_TIME flag must be used.

What is the expected output? What do you see instead?

Error occurs:
"java.lang.StringIndexOutOfBoundsException: index=12 length=12"

What version of the product are you using? On what operating system?
2.6 on Android
