Multiple Organisation codes #122

This is just a holding place for discussion about organisation ids The Participant facet has been added . This contains 8442 distinct organisation ids as used in participant-org/@ref attributes. Summary : Participants 8442 Funders 498 Reporters 135 Publishers 135 OrganisationIdentifiers 441

The vast majority of these Participant ids are codes local to a publisher , in particular

United Nations Development Programme - 5 digit numbers eg Inter-American Development Bank - countrycode-code eg AR-AR Spain ESP-nnn and numbers Global Giving GGOrg:nnnn eg. GGOrg:1000

This naturally leads to codes with multiple meanings (the list shows only one name because the name mining is simple) and multiple codes for the same organisation. For example United Nations Development Programme has the following codes DAC - 41114 Global Giving - GGOrg:188 UNDP - 18 different codes including 99999 for UNDP with another 25 for UNDP (direct execution )

In the case of UNDP a separate ticket has been added http://data.tickets.iatistandard.org/ticket/93

The GGOrg realm has been added to Circe but only by converting GGOrg:nnnn to GGOrg-nnnn to fit into the suggested coding scheme for organisational codes
