scripts already exist but need to make update incremental

comments now added incrementally. Need to be run and and cache deeper analysis of comments on a geographic, temporal or linguistic basis. Location caching sb incremental.

geocoding of comment addresses added and linked in. lat/longs cached and sb updated as comments are added - application needs to be flagged as needing geocoding

temporal analysis added - done on demand since date is already stored
