content refreshing can ignore planning applications which are decide or withdrawn

need to modify to add comments rather than reconstruct whole application - need to split data into an element separate from comments - or maybe just copy existing comment across ?

v2 does incremental update - job scheduling implemented but need to do some logging to check that its happening. refresh application return true if refresh done so these can be counted and logged.
