Keep legacy stats setting on ascension #1342

The legacy racial stats setting will be kept on ascension. It'll still be a hidden flag, but ppl. won't need to re-enable it by going to the flag editor in the debug menu after ascending.

In addition I've added classes.lists.FlagLists
