Option to change "orient to sketch" behavior off or on #1064

This would give the user a checkbox (or equivalent) to turn off the default behavior of orienting to the sketch plane after selecting "new sketch".

Current Default Example: https://github.com/KittyCAD/modeling-app/assets/114548659/36b3392a-cb7b-4282-9cbc-0b19289ae0cb Video is sped up quite a bit because latency was pretty bad on the plane

Some users prefer not to sketch normal to the plan all the time. The setting option would remove the default behavior in the video
