This is Lubuntu 19.10 using the LXQt desktop.
Lubuntu 18.10 up uses LXQt (not LXDE which was last used Lubuntu 18.04 LTS [by default])

This issue was reported on 18.10 (https://bugs.launchpad.net/ubuntu/+source/screenfetch/+bug/1798364), occurs on 19.04 & now 19.10.

For some reason I've not yet worked out, it actually reports LXQt on one machine [d960] I have running Lubuntu 19.10, but reports LXDE on daily qa-test systems, or this Lubuntu 19.10 install using both default Ubuntu screenfetch plus the downloaded -dev version from github
