ToolTips #38

I think custom tooltips for meters would be very useful. A ToolTip= line
that could be used to display a description of the meter, or tell what a
button will do. It would also be good if we could display any string in the
tooltip. We could have a meter that only displays a bar, histogram, etc,
but hovering over it would display the textual info.

Interesting idea, but I worry that tooltips would clutter the desktop as the 
mouse is
moving around and stopping at various parts.

ToolTip=MeasureDiskC %1 %
ToolTipDelay=2000

Setting a short delay on the tooltip should help with that. Also, not every 
meter
would have a tooltip, only the ones that the config author includes.

Also is there a command line that could be entered to make the "Tool Tip" 
disappear
after a short time?
