Statistics are not written when Windows is shut down #6

The network stats are not written to the rainmeter.ini file when the
application is closed by Windows shutdown. The stats will revert back to
the original values when Rainmeter is started again. If Rainmeter is closed
manually everything works as it is supposed to.

Stats are now saved once per minute so they don't disappear if Rainmeter 
crashes or
quits unexpectedly.
