CDash does not seem to have a design that is well suited for limited size screens, such as those in cell phones.
Although such devices may not be the most extensively used ones to check the dashboard, having a responsive design may improve the user experience when contributors to a toolkit need to check the dashboard on the go.
I ignore how difficult this is, but I can imagine that involves a non-negligible amount of work and resources. So I would understand should this be considered low priority.
