Cluster log length resets intermittently #498

The correct length can be gotten by refresh. I think was changed here 31c322ec8ae50cf45095ccaef7f04db94831368d will look into more.

0b14198 in #497 fixes this. If we fetch a log with an offset argument it overrides the log with the response when we should be appending it to the existing log.
