CI testing for the `hasi` package #43

Add a new GitHub Action workflow to test the package in src/hasi. Testing

@thewtex We currently test src/hasi with pytest in test-python-hasi-package. Is this issue seeking to automatically publish packages to PyPi as we do in publish-python-packages-to-pypi?

@tbirdso thanks for the note -- I missed that! Could it please be just broken out into its own GitHub Actions workflow yml file?
