Add Windows support for Geneva

Hi @Macronut - Windows support has been in a branch circleci-project-setup, but our team has not had the bandwidth to finish it and integrate it. The code is open source and you are welcome to open a pull request - in the meantime, I hope we'll get to it soon :)
