Is there concrete info about this change anywhere? I could only find the general info that there will be a hard fork

The article linked above talks about how we're planning to change PoW. There's no published technical information about the exact changes, though there is this PR to monero itself with the same changes as this PR: https://github.com/monero-project/monero/pull/3253

As for the forks, there's one every 6 months, we're just piggy backing on one of them to start the PoW variants.
