2159 reenable fiat for icr

Description

Fiat payments were disabled for ICR projects. Now that offsetra supports ICR, we can re-enable fiat payments for ICR projects with this PR.

How to Test

1. Open an ICR listing
2. Choose 1 tonne
3. Choose credit card payment
4. Use this card: 4242 4242 4242 4242, expiry 02/42, CVC: 222

Also you might have to create a listing that is cheaper as the server wallet has only around 22$ left so the existing ICR-4-2020 listing will not work.
