Adds a marketing banner to the carbonmark homepage. The banner should match the figma designs

How to Test

• Ensure the design of marketing banner matches the banner in the figma designs.
• Ensure the banner is only visible on the carbonmark home page.
• Ensure when clicking on Download our report now, a new tab is opened on the page to download the report
• Ensure the banner is working as expected on mobile devices.

Ensure the design of marketing banner matches the banner in the figma designs. ❌ Ensure the banner is only visible on the carbonmark home page. ✅ Ensure when clicking on Download our report now, a new tab is opened on the page to download the report ✅ Ensure the banner is working as expected on mobile devices. ✅

Just one minor issue: According to Figma, the background of the banner should be pure white. It's currently some sort of Carbonmark light blue.
