Make it possible to scroll in the Combobox popup container to allow more ways to find items #90

Instead of hiding certain items, set a max height and let the overflow scroll.

Question: Should we show the list as soon as you focus the input, or should we only show the list when you have typed something (similar to the existing combobox on the municipality page)?
